
The High Council of Justice, together with other state bodies of Ukraine, strongly condemns purposive extermination of Ukrainian citizens in Bucha, Irpin, Hostomel, and other cities and villages of Ukraine.
The facts of inhuman cruelty of the Russian military and the evidence of terrible torture and murders in Ukrainian cities, which stirred up the whole world, made it clear that, along with other misanthropic ideologies such as “chauvinism”, “nazism”, “stalinism”, “fascism” a new concept has now appeared – “rashism”. Political ideology of the Russian Federation is a symbiosis of foundations of these ideologies and is aimed at the complete destruction of Ukraine as a state and Ukrainians as an ethnic group.
War crimes by the leadership of Russia, in particular, during the territorial expansion, continued for decades in other countries, but after the facts of massacre and murder of residents of Kyiv region were made public, the world will no longer be able to turn a blind eye to the criminal actions of the aggressor.
Probably, the world will tremble at the no less horrific facts of genocide in Borodianka and Vorzel of Kyiv region, many villages and cities of Chernihiv, Sumy, Kharkiv, Kherson, Donetsk, Luhansk, Mariupol regions.
History has preserved many examples of criminal cruelty - the massacre in the hetman's capital Baturyn, the murders in Kyiv in the early twentieth century and the stalin’s repressions. Katyn, Kortelis, Srebrenica. Unfortunately, in the 21st century, extermination takes place in Ukraine.
The “rashism” is based on the idea of ruling elite about its exclusivity, “superhumanity”. Ideology of the RF is aimed at striving to present itself in the role of “world judge”. The scornful, disdainful attitude to modern universal standards of morality and the world legal order, the use of brute military force has a completely fascist nature.
A clear example of Russian "rashism" is the recent RIA Novosti publication entitled "What Russia should do with Ukraine", which contains a "guide to action" and openly demonstrates calls for the genocide of Ukrainians, which is one of the pieces of evidence for tribunal against military criminals from the RF.
The facts of genocide of the Ukrainian people and evidence of other war crimes are collected and documented by the authorities of Ukraine to be submitted to the International Criminal Court.
The Parliament of Ukraine insists on an early visit of the International Criminal Court mission and international organizations to Ukraine to collect evidence of crimes against humanity to be used in courts.
As of morning of April 5, 2022, rashists killed 165 children, 266 were injured of varying severity. Due to the bombing and shelling, 869 educational institutions were damaged, 83 of which were completely destroyed.
Now about six granaries have been destroyed, and targeted attacks are being made on Ukrainian oil depots. Thus, the enemy is trying to create a shortage of fuel and disrupt the sowing campaign and cause famine in Ukraine.
Therefore, the civilized world has no right to delay and leave unpunished criminal and inhuman actions of the RF.
“Evil never stops on its own. If it is not stopped, it will come to every European home.”
The Verkhovna Rada of Ukraine has now appealed to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the OSCE Parliamentary Assembly, the NATO Parliamentary Assembly, the BSEC Parliamentary Assembly, the governments and parliaments of foreign countries to take urgent measures to collect the evidence base of crimes against humanity to be used in courts.
At present these crimes are investigated within the framework of criminal proceedings on violations of laws and customs of war (Article 438 of the Criminal Code of Ukraine).
But there is an urgent need to condemn at the international level the most misanthropic ideology of “rashism” in order to prevent the existence and development of such a shameful phenomenon in the civilized world.
Today, a meeting of the UN Security Council on the crimes of occupiers in Kyiv region is being held. Currently, the UN has registered 3 527 civilian casualties during the war in Ukraine.
Just by uniting efforts of the entire civilized world against the black bloody plague – “rashism”, by applying legal mechanisms, it is possible to stop and overcome the manifestations of a shameful ideology.
The indomitable spirit of the Ukrainian people from the Cossacks to the present time has demonstrated to the whole world that no “rashism”, political decisions and blackmail can defeat the sense of patriotism, genetic strength of our people and love for the Motherland and freedom.
We express our sincere condolences to all the victims in every corner of Ukraine. Eternal and bright memory to all soldiers, our citizens-martyrs, children, to all who died at the hands of confessors of ideology of rashism and at those who committed shameful aggression.
We call on the world’s leading countries to effectively counter rashism until it knocks on their doors.
