1. The High Council of Justice has decided to approve the advisory opinion regarding the draft Law of Ukraine “On Amendments to Certain Laws of Ukraine Regarding the Restoration of Proceedings on Disciplinary Liability of Judges and Ensuring the work of the Disciplinary Inspectorate Service of the High Council of Justice”, registration No. 9261, submitted on May 2, 2023, for consideration by the Verkhovna Rada of Ukraine by the People's Deputies of Ukraine D. Maslov, P. Pavlish, I. Kalaur, M. Stefanchuk, M. Dyrdin, A. Hunko, V. Vatras, O. Horobets, M. Bezuhla, S. Shvets, I. Fris, O. Makarov, P. Frolov, I. Nehulevskyi, Ye. Kravchuk, V. Medianyk, M. Laba, V. Zakharchenko, A. Klochko, T. Tarasenko, O. Movchan, M. Nikitina, B. Torokhtii, V. Virastiuk, H. Lichman, V. Zub, M. Poturaiev, S. Hryvko, I. Kryvosheiev, T. Hryshchenko, M. Zablotskyi, O. The advisory opinion should send to the Verkhovna Rada of Ukraine.
2. The High Council of Justice decided to resume the work of the Balakliyskyi district court of Kharkiv region starting from June 1, 2023. The territorial jurisdiction of the court's cases has been modified by the order of the President of the Supreme Court dated March 18, 2022, No. 11/0/9-22, by the decision of the High Council of Justice dated April 20, 2023, No. 399/0/15-23.
The Kominternivskyi district court of the city of Kharkiv is instructed to continue the consideration of cases that have been received up to and including May 31, 2023, according to the procedure specified in Article 147, Part 7 of the Law of Ukraine “On the Judiciary and the Status of Judges”, and in accordance with the decision of the High Council of Justice dated April 20, 2023, No. 399/0/15-23.
The State Judicial Administration of Ukraine is directed to take urgent measures to terminate the assignment of judges from the Balakliyskyi district court of Kharkiv region due to the resumption of the court's work.
3. The High Council of Justice has decided to approve the submission of Deputy Prosecutor General and Head of the Specialized Anti-Corruption Prosecutor's Office, Oleksandr Vasylovych Klymenko, regarding granting consent to keep the judge in custody from May 17, 2023.
Grant consent to leave the judge of the Supreme Court Vsevolod Sergiyovych KNIAZIEV in the detention.
The High Council of Justice did not include the following items on the agenda for the meeting: dismissal of Oleksandr Viktorovych DOMARIEV from the position of the judge of Darnytskyi district court of the city of Kyiv due to the submission of a resignation letter; approval of the Procedure for disclosing private interest by the officials of the High Council of Justice during the exercise of their respective powers; approval of Amendments to the Procedure for maintaining the Unified State Register of Judicial Decisions.
